MARINA BAY SINGAPORE COUNTDOWN 2009/10 PHOTOGRAPHY COMPETITION
RULES & REGULATIONS
 
All participants in the Marina Bay SINGAPORE Countdown 2009/10 photography competition shall adhere to the following rules & regulations


1 Competition Entry

1.1 The photography competition is open to Singapore Citizens, Permanent Residents and foreigners residing in Singapore except employees of Urban Redevelopment Authority (“URA”), The Esplanade Company Ltd (“TECL”), Nikon Singapore Pte Ltd (NIKON) and immediate family members of such employees.

1.2 Each participant can only take part in either the Youth Category (open to persons below the age of 21 as at 31 December 2009) or the Open Category (open to persons of age 21 and above as at 31 December 2009) but not both.

Participants taking part in the Youth Category must obtain the consent of his/her parent or legal guardian to participate in the competition, and such parent or legal guardian must sign on and agree to the terms and conditions specified in the entry form.

1.3 There is no limit on the number of entries which can be submitted by each participant. However, each participant is eligible to win only one prize.

1.4 2010 is a significant year as it marks the completion of many key developments around Marina Bay. Entries submitted shall be based on the theme “Transformation” to reflect the new dynamic urban landscape that is unfolding at Marina Bay. The images can include but are not limited to:
  • People penning wishing spheres at wishing stations;
  • Wishing spheres installation and display;
  • Fireworks display ;
  • People and festivities around Marina Bay waterfront on New Year’s Eve.

However, all images should be framed around the theme of “Transformation”.
Please note that the Esplanade Roof Terrace and Esplanade Jetty will be closed to public on 31 December 2009 and 1 January 2010.

1.5 Each entry must be accompanied by a duly completed official entry form, each entry must be accompanied by a duly completed official entry form, a copy of which can be downloaded here.The duly completed official entry form shall be pasted onto the back of the photographic print for each entry. There shall be no visible markings or other indications at the front of the print that may reveal the participant’s identity.

1.6 By entering the competition, participants shall consent to the public disclosure by URA of their names and identification/passport numbers, and agree that URA shall be granted, without the need for payment of fees or royalties or any charges whatsoever, a non-exclusive, sub-licensable and perpetual licence to use, reproduce, modify and prepare derivative works of the photographs and statements submitted as their entries for whatever purpose and whichever form as may be deemed fit by URA. Such use will carry acknowledgement of the participant. For the avoidance of doubt, such licence granted to URA shall include the right to publish, display, reproduce or otherwise publicise or communicate all such photographs and statements for any exhibition or publication. Participants agree that URA is not required to use any statements or photographs submitted.

1.7 Entries may be submitted by post or by hand, in a sealed envelope to:

1.8 The closing date for submission by post is 15 January 2010 and submission by hand should be delivered to the reception counter by 12 noon (Singapore Time) on 15 January 2010. Proof of posting will not be accepted as proof of delivery or submission. URA shall not be responsible for lost or damaged entries.

2 Photograph Requirements and Submission

2.1 Participants may submit either colour or monochrome photographs as entries to this competition. The photographs to be submitted as entries must be taken no earlier than 7 December 2009.

2.2 All entries must be submitted in the following modes:

  1. As hi-resolution digital image files in JPEG format with minimal compression and at least 6 Megapixel (your original image file should ideally be at least 10 Megapixel), in a CD-ROM; AND

  2. AND

  3. As photographic prints that are produced by photographic laboratory process. All such prints must be of minimum 8R (8” x 10”) size and must not be mounted.

2.3 All photographic prints and digital image files submitted are non-returnable and shall become property of URA without the need for payment of any fee or charge whatsoever.

2.4 Participants are entirely responsible for all entry-related costs, such as development, printing, postage, and any other related costs.


3 Prizes and Winners

3.1 A total of 16 winning entries will be selected in one or more selection rounds. All prize winners will be selected by 31 January 2010. All winners will be notified by post and announced on the Marina Bay SINGAPORE Countdown website at www.marina-bay.sg/countdown.

The prizes for the competition are as follows:

1st prize : NIKON DSLR D5000 Kit ( worth S$1,299 )
2nd prize : NIKON COOLPIX S1000pj ( worth S$799 )
3rd prize : NIKON COOLPIX S600 ( worth S$549 )
5 Merit prizes: NIKON COOLPIX S230 ( worth S$349 )

Open Category ( Age 21 and above as at 31 Dec 08 )
1st prize : NIKON D300s body only (worth S$2,999 )
2nd prize : NIKON DSLR D90 Kit ( worth S$1,988 )
3rd prize : NIKON COOLPIX S1000pj ( worth S$799 )
5 Merit prizes: NIKON COOLPIX S230 ( worth S$349 )


3.2 The winning entries may be showcased in the following medium:

  1.    Exhibition at The URA Centre and/or The Esplanade – Theatres by the Bay;
  2.    On Marina Bay SINGAPORE Countdown event collaterals;
  3.    In URA’s and TECL’s collaterals;
  4.    On the Marina Bay SINGAPORE Countdown website ( www.marina-bay.sg/countdown ); and
  5.    Any other medium or for release to the media where URA deems fit.

URA may also select other notable submissions for such use. Such use will carry acknowledgement of the individual participant.


3.3 All prizes are non-transferable, non-refundable and non-exchangeable for cash, credit or benefit in-kind and are not inclusive of taxes and/or foreign duties (if any) and other related expenses, all of which are the sole responsibility of the winners.

3.4 Any winner from Youth Category, under the age of 21 years shall either be accompanied by his/her parent or legal guardian when collecting the prize or present written proof of consent from his/her parent or legal guardian together with the original NRIC of the parent/legal guardian who granted the said consent, when collecting his/her prize.


4 Judging

4.1 A Selection Panel, consisting of personnel from URA and TECL, and any other person selected by URA and TECL, shall be appointed to judge the entries for the competition. Entries will be judged on their relevance to the theme of the competition, creativity and overall technical quality.

4.2 URA’s decisions on all matters relating to the competition, including but not limited to the eligibility of any entry, the selection of any winners and the award, forfeiture or disposal of any prize, is final, conclusive and binding on all participants, and no correspondence on such matters will be entertained

5 Disqualification

5.1 Any entry that does not meet any of the rules and regulations of this photography competition would be disqualified, including but not limited to entries submitted with invalid or incorrect information.

5.2 URA reserves the right at any time in its absolute discretion and without prior notice to participants:

  1. i)    To cancel or modify the competition;

  2. ii)    To make changes to these terms and conditions, whereupon all participants shall be bound by the terms and conditions as varied by URA;

  3. iii)    To substitute, withdraw or cancel any prize without disclosing any reason therefore and without any payment or compensation whatsoever; and/or

  4. iv)    To disqualify any re-used entry that has already been awarded prizes in other photographic competition or any entry that does not adhere to or comply fully with the terms and conditions specified in these rules and regulations without disclosing any reason for disqualification.

6 Exclusion of Liability

6.1 Each participant warrants and undertakes to URA that he or she is the author of the statements and photographs submitted as his or her entry to the competition and that nothing in the entry shall infringe any right of intellectual property or any other nature of any person or be obscene, blasphemous, libellous or defamatory.

6.2 Participants further agree to participate in, at participants’ own expense, prize presentation ceremonies and all other publicity events in Singapore or elsewhere in relation to the competition, without payment or compensation. In addition, to be eligible for the prizes, all winners may be required to sign and return an affidavit of eligibility, release of liability, publicity release giving URA and/or its advertising and promotion agencies permission to use his or her name, picture, image and voice for publicity purposes connected with this promotion without payment or compensation. Failure to provide such documents to URA, duly signed or to comply with any term and condition therein shall result in disqualification or ineligibility for prizes.

6.3 TECL, URA, NIKON, authorised agencies and the directors, officers, employees and assignees thereof (individually and collectively the “Organiser”) shall not be liable for any claims, damages, losses, injury or inconvenience arising out of or in connection with the competition, any entry to the competition or any prize, including without limitation any loss or disqualification of any entry and any delay in, or failure or omission to provide the competition or any prize.


7 Indemnity

7.1 Each participant (including his or her heirs, executors and / or administrators) hereby agrees to indemnify and hold the Organiser harmless from and against any and all claims, losses or damage arising out of or in connection with the competition, any prize or any breach of any obligation or warranty set out these terms and conditions and hereby releases and discharges the Organiser from any and all such claims, losses and damage.


8 Governing Law

8.1 These rules and regulations are governed by the laws of the Republic of Singapore, and all participants and winners submit to the non-exclusive jurisdiction of the Singapore Courts in the determination of any matter or dispute arising in connection therewith.


9 General

9.1 These rules and regulations are not intended to confer rights on any third party, whether pursuant to the Contracts (Rights of Third Parties) Act (Cap. 53B) or otherwise, and no third party shall have any rights to enforce any provision of these rules and regulations.

9.2 Submission of entry/ entries signifies acceptance of these rules and regulations.
